The Central Council carries forward collective deliberation following the reorganisation. It schedules motions, reviews plans and budgets, decides on motions, conducts consent review for appointments and coordinates follow-up.
Write to the Council ↗Second-reading deliberations are already underway in a range of formats and are progressing well over an extended period. The Chloe proposal and the German project have been considered in parallel. Matters are handled according to the order in which they are taken up, their progress and the relevant decisions: second reading, direct referral to second reading, passage at second reading or entry into third-reading procedures. No passage or entry into force is implied without an actual decision.
For major matters, the Central Council convenes all presidium members for review. Participation in a plenary meeting is distinct from standing membership.
The former Central Executive Committee was based on nine core representatives. Following repeated delays, its operations were temporarily suspended, with the Chair’s Office (Society headquarters) handling interim administration, personnel matters and project arrangements. When the Society’s work resumed, the committee was reorganised as the Central Council. Existing nominal membership of the presidium and orchestra continued through the reorganisation.
In its broader usage, the Central Council refers to the collective encompassing presidium members. The standing members who carry out its regular work are a smaller core group, distinct from the full presidium or orchestra membership. The current standing-member list is not public; the artistic-team roles shown on this site are not a list of standing members.
Troy Tang is the Society’s founding chair. Internal appointments are issued through personnel orders signed by the chair; public roles follow the Society’s current appointment records.
Visitors may write about performance, teaching, collaboration or Society affairs. Letters are received privately by the chair; admission as a formal motion is considered separately.

When a proposal is broadly settled and only its timing remains undecided, it is referred directly to second reading for further discussion and review.
Deliberations are underway and continue as matters develop, examining content, resources and implementation conditions.
Once all matters are confirmed, passage requires a consensus decision of the Central Council and submission to the Chair’s Office for signature before taking effect. Passage and signed effectiveness are recorded separately.
I solemnly pledge, in utmost sincerity, to keep faith with music and safeguard the dignity of members; to propose and act with care and fairness; to state confirmed matters truthfully and hear differing views patiently; not to let private preference obstruct common deliberation, nor present what is unsettled as settled; and to take responsibility for my decisions.
I solemnly pledge, in utmost sincerity, to act with professional care and collaborative responsibility; to respect different musical paths and members’ views; to distinguish personal positions from group decisions; and to complete diligently the artistic and organisational work entrusted to me.
I solemnly pledge, in utmost sincerity, to deliberate on motions through facts, conditions and members’ views; to exercise care over motions, budgets and appointment consent; not to treat silence as agreement or the unconfirmed as a decision; and to respect conclusions properly reached through the Society’s procedure.
These pledges are internal shared commitments of the Society. They do not replace any law, administrative requirement or school rule. Formal adoption and its form require confirmation by the relevant members and a separate record.
